Description

Our client, a Local Authority in Devon, is looking for an experienced specialist to act as the lead contaminated land, air quality and noise officer, ensuring compliance with relevant statutory provisions across these areas. You'll be the point of expertise, guidance and advice for the service, supporting projects such as the Review and Assessment of Air Quality and the implementation of the Council's Contaminated Land Strategy, including producing written reports. The role also involves inspecting and monitoring premises under the Pollution Prevention and Control Act regime, drafting and issuing permits, and taking enforcement action where necessary.

Day-to-day, you'll assist other sections with the measurement and technical assessment of noise and other forms of pollution, including noise and chimney height calculations, and investigate complaints relating to noise, light pollution and atmospheric pollution across the city. You'll screen planning and licensing applications, coordinating the Environmental Health and Community Safety response, and attend Development Committee screening meetings, committee meetings and licensing hearings as required. The role also covers operation and calibration of the atmospheric pollution monitoring station(s), reviewing the monitoring network annually, and assisting with out-of-hours duties and incident response as defined under the emergency plan, coordinating with other agencies and council departments.

Candidates should have a minimum of five years' Local Government experience in noise/air quality monitoring or contaminated land, or alternatively a proven track record in the relevant areas of expertise combined with experience managing complex projects and heavy workloads. A full UK driving licence is essential. The Council operates a policy of a minimum 40% on-site/office presence, which may increase depending on the specific position.
