Our client, a Local Authority in Yorkshire, is looking for an experienced Interim Head of Service to provide strategic leadership and operational oversight across a broad Environmental Health portfolio during a period of transition. The role will work alongside the existing Head of Service, who is currently leading several specialist and critical workstreams, providing additional leadership and management capacity to ensure the effective delivery of day-to-day services, performance objectives, and strategic priorities. You'll act as the Council's senior professional lead on Environmental Health matters, providing expert advice to senior officers, elected members, and external partners, while managing service budgets and resources to ensure value for money. The portfolio covers Environmental Protection, Pollution Control and Nuisance Management, Food Safety and Food Standards, Health and Safety Enforcement, Private Water Supplies, Public Health Protection, Infectious Disease and Outbreak Response, Contaminated Land, Air Quality Management, and Business Compliance and Regulatory Services. Please note that Housing Enforcement is not included within this portfolio.
Day-to-day, you'll lead and support service managers to ensure the effective delivery of statutory and non-statutory functions, ensuring compliance with relevant legislation, regulations, and corporate policy throughout. You'll drive a culture of continuous improvement, performance management, and customer focus across the service, and lead on policy development, service transformation, and organisational change initiatives during this transitional period. Building effective partnerships with regional, national, and local stakeholders will be a key part of the role, as will representing the service confidently within a political environment.
Candidates should have significant senior leadership experience within Environmental Health services, along with strong knowledge of relevant legislation and regulatory frameworks. You'll need a proven track record of leading large operational teams through change and transformation, managing budgets and performance, and delivering service improvement programmes. Excellent stakeholder management and communication skills are essential, along with experience operating effectively within a political environment. A relevant Environmental Health qualification and professional membership are required.
This is an initial 3-month interim agency assignment, with potential for extension, offering a competitive day rate. The role is hybrid, based in Yorkshire, with an immediate start available.
