Description

Our client is a leading telecommunications and technology provider supporting businesses and communities across the Channel Islands and the Isle of Man. They are seeking a PMO and Procurement Manager to join their Finance team and play a key role in strengthening project governance and procurement practices across the organisation.

This is a full-time role working 37.5 hours per week, supporting major business initiatives and ensuring projects and supplier relationships deliver strong outcomes aligned with organisational strategy.

Role
The PMO and Procurement Manager will oversee the day-to-day activities of the Project Management Office while supporting procurement governance and supplier management across the business. The role will ensure that programmes and projects are delivered consistently and efficiently, while maintaining strong governance standards and effective procurement processes.

The position also supports strategic supplier relationships and helps ensure that procurement activity delivers cost efficiency, quality outcomes, and strong contractual arrangements.

Key responsibilities
• Manage day-to-day PMO operations and support project managers in delivering successful outcomes
• Maintain and refine project governance frameworks, methodologies and standards
• Oversee project and programme reporting including portfolio dashboards and management information
• Coordinate Capital Review Board processes and provide quality assurance on project reporting
• Provide guidance and oversight throughout the project lifecycle including stage gate approvals and change management
• Analyse company spend patterns and identify opportunities for cost savings and procurement efficiencies
• Manage end-to-end procurement processes including RFI, RFQ and RFP activity
• Lead contract negotiations with suppliers including complex SLAs and commercial agreements
• Support strategic supplier reviews and procurement strategy development
• Provide leadership and guidance across PMO and procurement activities, supporting continuous improvement initiatives

Person specification
• Strong understanding of project management methodologies and best practices with experience working within a PMO environment
• Proven experience managing projects and supporting project governance frameworks
• Strong leadership ability to guide project and programme teams and manage competing priorities
• Experience facilitating organisational change involving people, processes and technology
• Strong negotiation and contract management skills
• Excellent communication and stakeholder engagement skills
• Ability to analyse data and produce reporting to support portfolio and procurement performance
• Formal project management qualification (such as PRINCE2 or similar) would be advantageous
• Approximately five years’ experience in project management and/or procurement roles is expected
