Job Summary:
Provides technical leadership for enterprise development operations within a NATO-secured environment. This role oversees the development of an SDDC to modernize NATO’s Operational Network (ON) through automation across Enterprise Core Services (ECS), Client Provisioning Services (CPS), Infrastructure as a Service (IaaS), DevOps platforms, and Service Management Control (SMC).
The position leads multidisciplinary DevOps teams responsible for these products and serves as the primary technical authority for platform engineering, automation strategy, infrastructure modernization, and secure development operations while ensuring alignment with program objectives.
The position is expected to be onsite 5 days a week at the Customer Site in The Hague, Netherlands.
Responsibilities:
• Lead enterprise development operations activities supporting the development, integration, and implementation of NATO SDDC modernization initiatives.
• Provide technical leadership across ECS, CPS, IaaS, DevOps, and SMC engineering efforts to ensure scalable, secure, and automated platform delivery.
• Direct the development and implementation of CI/CD pipelines, deployment automation, and Infrastructure as Code (IaC) solutions using tools such as Terraform, Ansible, and CloudFormation.
• Lead integration and modernization efforts for VMware-based private cloud, SDN, and SDDC technologies including VMware NSX, Cisco ACI, or similar platforms.
• Oversee DevSecOps engineering activities ensuring security automation, compliance validation, and Zero Trust principles are integrated throughout the development lifecycle.
• Coordinate with program leadership, architects, cybersecurity personnel, and customer stakeholders to align technical solutions with mission and program requirements.
• Lead Agile and DevSecOps execution activities including sprint planning, technical reviews, release coordination, and cross-functional engineering collaboration.
• Direct integration of Commercial Off-The-Shelf (COTS) technologies into secure development and platform environments.
• Establish engineering standards, automation strategies, technical procedures, and development methodologies across enterprise development operations teams.
• Develop and maintain technical documentation including architectures, implementation plans, engineering procedures, and automation frameworks.
• Mentor engineering teams and provide technical oversight for infrastructure modernization, cloud transformation, and platform scalability initiatives.
• Support technical planning, modernization strategy, and proposal development activities.
Required Experience, Skills, and Education:
• Bachelor’s degree in Computer Science, Information Technology, Engineering, or related discipline with 10–15 years of relevant experience, or Master’s degree with 8–12 years of relevant experience.
• Active NATO Secret clearance (or higher).
• Demonstrated experience leading enterprise DevOps, cloud, or infrastructure engineering teams within secure or regulated environments.
• Extensive experience with CI/CD platforms such as Jenkins, GitLab CI/CD, or Azure DevOps.
• Strong experience with Infrastructure as Code (IaC) and automation tools including Terraform, Ansible, Puppet, or CloudFormation.
• Experience with VMware-based private cloud, virtualization, SDN, and SDDC technologies.
• Strong understanding of DevSecOps principles, secure systems design, networking, and enterprise cybersecurity practices.
• Proficiency with scripting and automation using Python, Bash, or PowerShell.
• Experience operating within Agile, SAFe, or DevSecOps delivery frameworks.
• Strong leadership, communication, stakeholder engagement, and team management skills.
• Experience supporting defense, government, or highly regulated development environments.
Preferred Experience, Skills, and Education:
• VMware, cloud, or DevOps-related certifications.
• Experience supporting NATO environments and compliance frameworks.
• Experience with Kubernetes, Docker, or containerized platform technologies.
• Familiarity with Zero Trust architecture and security automation practices.
• Experience leading large-scale infrastructure modernization and platform engineering initiatives.
• Knowledge of ITIL practices or participation in operational IT support environments.
