This is a rare opportunity to lead a specialist internal IT function, working at the intersection of public service and digital transformation. As Head of Online Services, you will be responsible for managing the delivery and evolution of digital solutions and applications, ensuring systems remain secure, responsive, and aligned with organisational priorities.
Reporting to the Deputy Director within the Risk and Operations Division, the successful candidate will lead the in-house IT Online Services team, balancing internal and external resources to deliver business-critical technology projects. This senior role requires confident decision making, excellent communication skills, and a proven ability to lead in a dynamic and evolving environment.
Key Responsibilities
• Manage and lead the Online Services team, overseeing delivery of approved digital solutions.
• Plan and resource all development workstreams in line with organisational priorities.
• Provide accurate reporting to project managers, stakeholders, and senior leadership.
• Lead and coach the team to achieve high standards and support professional development.
• Communicate project priorities, updates, and risks clearly and effectively.
• Manage supplier relationships and contract resources as needed.
• Drive the development and enhancement of internal systems through the full software lifecycle.
• Partner with IT Infrastructure leadership on risk management, budgeting, and enterprise architecture.
• Attend internal governance meetings and contribute constructively on behalf of IT.
• Maintain the IT risk register and ensure alignment with strategic goals and project delivery.
• Oversee software change control processes and ensure quality documentation and training.
• Support and contribute to the development of strategic IT plans and business continuity measures.
The Ideal Candidate
• Experienced IT leader with a background in managing internal software development teams.
• Strong understanding of full SDLC (software development lifecycle) and enterprise-level IT delivery.
• Excellent communication, reporting, and project management skills.
• Comfortable leading through change and influencing across multiple stakeholder groups.
• Skilled in balancing in-house and contract resourcing models for agile delivery.
• Demonstrates sound judgement, practical decision-making, and structured problem-solving.
• Previous experience in a public service or regulated environment would be an advantage but is not essential.
