Description

A South London Council is seeking an experienced Team Manager to lead a newly established Tenancy Rights, Advice and Enforcement Team, delivering key responsibilities under the Renters’ Rights Act. This is a unique opportunity to shape and lead a new service focused on protecting private rented sector tenants, tackling harassment and unlawful eviction, and strengthening the council’s regulatory response. The post will run until March 2027 and will play a critical role in improving housing security and preventing homelessness across the borough.

You will oversee a specialist team of officers delivering advice, casework, and enforcement activity relating to tenancy rights, including the advertising, letting, and ending of tenancies. The role involves leading complex investigations, ensuring evidence is gathered to a criminal standard, and working closely with Legal Services to pursue prosecutions or issue civil penalties. You will provide strategic leadership, develop operational policy, and drive service improvements while working in partnership with internal teams and external organisations to deliver a coordinated, resident-focused approach.

Applicants should have strong knowledge of tenancy law, including unlawful eviction and harassment, alongside experience managing or supervising complex casework within a Local Authority or similar regulatory environment. You must be able to demonstrate leadership of high-performing teams, excellent communication and partnership-working skills, and a proactive, trauma-informed approach to supporting residents. Experience managing a similar team within a Local Authority setting is essential.
